1. Welcome
The Chair welcomed those attending including representatives from various
political parties who are presenting as candidates at the October 2004 ACT
elections. The Chair introduced invited guests Rob Purdon from the ACT
Proper Planning Group Inc and Noel McCann from the Canberra International
Airport and advised that both guests would be making presentations on the
Canberra Airport and, in particular, on future development scenarios for
Brindabella Park.
2. Reports
The Minutes of the 2003 Annual General Meeting were presented and accepted.

John Kain presented his Secretary¹s report and the report was accepted.

3. Election of 2004-05 committee
Jeff Carl (Chair, Weston Creek Community Council) took the Chair as
Returning Officer, declared all positions vacant and called for nominations
from the floor. No nominations were received and Mr Carl declared that the
following written nominations had been received, that they had been
correctly completed and therefore the following were elected to the
Committee:
. Chair David Menzel
. Deputy Chair. Mike Reddy
. Secretary Bill O¹Brien
. Treasurer John Kain
. Committee Barry Raison, Adrian Roberts, Dolores Holmes, Warwick Pearson
Jeff Carl handed the Chair to David Menzel.
Bill O¹Brien was appointed as Public Officer Moved David Menzel, Seconded
Adrian Roberts
Appointment of Auditor: The Chair moved that Mr Peter Irving be reappointed
as Auditor. Moved Bill O¹Brien Seconded John Kain.
4. Canberra International Airport
The Chair welcomed Rob Purdon from the ACT Proper Planning Group Inc and
Noel McCann from the Canberra International Airport and advised that there
would be short presentations from Purdon and McCann and that there would
then be a period for questions.
Rob Purdon presented a video canvassing development issues at the airport
and said that
. Development at the airport was a strategic planning issue affecting the
whole ACT including the commercial viability of the town centres and Civic
as well as neighbourhood centres
. Airport development affected employment elsewhere in the ACT
. His interest resulted from the need for coordinated planning for the ACT
. Despite the fact that the submission period had closed the WVCC could
still write detailing concerns with development at the airport
. Amendment 44 to the National Capital plan was still being reviewed by the
federal government
. The draft master plan was lodged with the federal Department of Transport
on 23 August 2004 with a decision required in 90 days
. Canberra currently has a vacancy rate of 5% for commercial property and
the lettable area of 120,000 square metres at Brindabella Park impacted
adversely on commercial property in the town Centres.
. There were concerns that the current commercial space could be
considerably expanded
. Development at the airport had an adverse affect on services provided by
the ACT taxpayer and that there was a need for managed growth
Mr Mcann said that:
. In the main Brindabella Park tenants had come from out of town and were
generally aviation or Defence related (as required by the National Capital
Plan)
. The airport had 2.3 million passengers last year
. Air Fiji intended to continue winter flights in 2005
. Discussions had been held with Air New Zealand and Virgin on introducing
other international destinations
. The introduction of other international destinations would be commercial
decisions for interested airlines
. On aircraft noise 99% of ACT houses were in noise abatement zones
. 600 houses were in zones affected by aircraft noise and this would rise to
6,000 if housing proceeded at Tralee and Environa
. the Canberra International Airport Corporation does not support noise
sharing
. Canberra Airport is the only airport with the additional layer of
authority imposed by the National Capital plan
. There were no plans for bulk goods outlets
. The airport paid rates, taxes and stamp duty to the ACT Government and for
all roads and services but no betterment tax
. There is a proposal for the airport to become a national freight hub with
an initial five take offs and landings between 11.00pm and 6.00am.
Questions from the floor covered the environmental impact of further
development at Brindabella Park and Mc Cann responded that all ACT
Government regulations applied and were adhered to by the Airport
Corporation.
The meeting closed at 9.30 pm with the next meeting to be held on 6 October
at 7.30pm.

I had the understanding that the 120 000 sq metres figure related to
buildings on the ground now PLUS those on the drawing boardS.also the
observation was made by David that the total area of office space in WTC was
125 000 sq metres.
